The president of the Mississippi N.A.A.C.P. wants the federal authorities to investigate what he described as a hate crime in which white high school students put a noose around the neck of a black student and yanked it tight.

The episode happened on Oct. 13 at the football field house of Stone High School in Wiggins, Miss., about 40 miles north of Biloxi, Miss., the president, Derrick Johnson, said in a telephone interview on Tuesday.

The parents of the black student, a 15-year-old sophomore, approached the N.A.A.C.P. after they got no response from school leaders and law enforcement officials at the Stone County Sheriff’s Department told them it would be better not to seek charges, Mr. Johnson said.

Capt. Ray Boggs of the sheriff’s department told The Associated Press that officials believe something like what the Paytons described had happened and that he was still investigating.
